The first of these cuildings, tne Nuclear Service Electrical Builning, is cresently under construction. A tower crane has been erected cnsite to crovide tercorary liftinq capability 'or erec-ion of this buiidino. The crane consists of a 110 foot hign, four leg tower; a 125 foot, 3 mercer stayed jib witn 116 foot reach; a 54 foot occasinc counter balanced 3 rember stayed jib with an 18 kic fixed counter balanced at 46 feet; and an inclined jib tower 30 feet above the jibs succortino these stays. The District has cerfor ed a safety analysis to determine if use of tnis crane cens*itutes an unreviewed safety question as defined by 10 CFR 50.5?. This safety analysis considered wind and earthquake loadings, plant security, and oceration of the crane. This review has been concleted by both the Plant Peview Comittee and Management Safety Review Comittee. It has been determined that there are no unreviewed safety nuestions associated with the design of the crane or its imoact en plant security. However, the crane is located such that the hoist could be moved over the Auxiliary Building, includinq the control rocn, the nuclear service coolino water tanks, or the intake to the control room emer-gency ventilation system. Limit switches are not available to orevent hoist move ent over nese areas since trollev rovement would have to be restricted as a func-ion of ancular ro*ation of tne boor, cor this reason, it is ornrosed that administrative orecedures be relied ucen to restrict the handlina of loads over the Auxiliary Euilding. These adninis*rative procedures would be sinilar to those used to restrict roverent of loads by the pol 3r crane in the Contain-ent Suilding, or with several other cranes arnund the olant site. JOHN F STOLZ June 12, 1981 Since it has been determined that reliance on administrative procedures does. create the possibility of an accident of a different type than any evaluated in the FSAR, we are asking for your approval for the use of the crane in this manner. Until approval is received, linit switches will be used to limit the height to which a load can ce lifted to prevent lif ting anything above the level of the control roon floor. Eventually, these linit switches will have to be removed to allow for completion of the buildino construction above this height. A cocy of the safety analysis described above is attached for your information. Also enclosed with this letter is payment of S4,000 for this review as required by 10 CFR 170. PURPOSE OF DESIGN CHANGE _ L To provide tercerary lifting capabilities to. erect the materials of c0nstruction fer the Nuclear Service' Electrical' Building by -the use of a tower crane. \\ II. DESIG1 CRITERIA USED The crane evaluaticn is based on the recuirements of the FSAR's which includes Section 5.1.2.1.5 with Apoendix 2B, 5.1.2.1.6 with Appendix 2.A.A, and A;cendix 5.A.85. Related criteria frem USC-75, AISC-85,.and f0r im;act, technical sections from " Design of Prestressed Ccncrete Structures: by T. Y. Lin, and " Dynamics, Part 2", by J. L. Meriam were useo in this analysis. Crane ccmponent data was taken j from supplier's. data provided in their "Pecco PC 1400 Mcdel" crane ' manual. Plant design drawings were used for. plant configuration data. NUREG C512 was reviewed and found to be not applicable. III. CALCULAT!ONS tND DESIGN INFORMATION A. Configuraticn i 1. The "Pecco 1400" :wer crane is an all steel trussed structure with fixed base. The tower is ccncesed cf 5 welded tubular four legged trusses boltad :: gather, sup; ort:d en a 2.5' Ft. thickl3.5Ft.scuarsreinforced c:ncrete foundation ?ad a Ft. celcw grade. The three legged " trolley" Jib and opposing platform counter-balance jib are horizentally pin connected j to the t wer mountec rotation gear and stay supported frcn an inclined vertical stay jib mounteo to the rotation assembly. The tower is 5.5 Ft. square and is 110 Ft. high. The stay jia is 30 Ft. hign. The 4-piece trolley jib 's 125 Ft. Icng with an effective reacn of 115 Ft. The trolley is powered for in-cut movement, as well as lift. The counter-tal:nce fib is 5a Ft. Iong with fixed 18.5 kip counter-balance at a6 Ft. j Motors are mounted above the counter-balance. The operator j cab is right tandum mounted to the rotation gear and below i jib level. A main power di connect is located at the base cf the t:wer. The base is located 57 Ft. scuth of the Auxiliary Building on the east side of the Nuclear Servier Electrical 5uilding constructicn site (N59'a2, E32+57). The weight of this crane-assembly is S3,000 pounds total. The crane has limit switches and safety break 3 for load limits, motor speed, trolley,.and c:ble travei. the location of the crane in relatien to surrounding plant t c. structures, places its trolley jib swing over parts of the CAS, Teol Roca Suiloing, and auxiliary Building, with its counter-balance jib swirig over the CAS and Auxiliary Build-j ing basament roof. 50tn fibs are substantially above any piant structure or projec-ion within its operation radius. 4 .. -. - - ~ , ~.., _. -,,
