ine proposed Technical Specification 3.7.A.1 would delete the requirement to maintain primary containment integrity during the chemical cleaning outage, when all fuel is removed from the reactor and containment.

The current Technical Specifications require that primary containment integrity be main-l tained if the reactor water temperature is 212 F or higher.

The chemical l

cleaning solution would be above 212*F during the cleaning process.

During the chemical cleaning process there will be several mechanisms in place to detect leaks in the primary coolant system i.e., primary system level detection devices, ficor drain tanks level detection devices, conductivity measurements on floor drains, humidity sensors, and continuo ~us air monitors in the' containment.

In the event of a small leak in the primary coolant system, repairs will be made to limit the amount of contamination in the containment.

l If a.'large primary coolant system leak occurs, it is possible to pump 85% of the liquid in the primary coolant system directly to the radwaste treatment I

facility receiving tanks within 15 minutes.

Since the decontamination radio-active species in the primary coolant system during chemical cleaning are non-volatile'(mostly Co-58 and Co-60, since iodine has decayed to insignifi-l cant levels) and no fuel will be inside the containment, release of volatile l

airborne activities due to a leak would be minimal.

This conclusion is con-sistent with the tests and experience of.the licensee and its contractor and the experience during decontamination of the Plutonium Recycle Test Reactor (PRTR) primary system.

Even though minimal volatile airborne activities would be released by a j

l chemical cleaning leak, we require that the primary containment be closed during the chemical cleaning process.

This means that all primary containment openings will have covers in place and fastened.

This amend-ment-is in response to your application dated December 14, 1974, and supple-ments thereto identified as references in the enclosed Safety Evaluation Report, and your application dated Noventer 14, 1979.
