The Director of the Office of Nuclear Reactor Regulation has determ m, a \\'

that the activities authorized by Amendment No. 35 to Facility Operatin License No. DPR-2 present no significant hazards consideration.

Accordingly, the. Division of Licensing has issued the enclosed Amendment No. 35 to License No. DPR-2.which authorizes the chemical decontamination of the primary cooling system, revises the Technical Specifications'to allow deletion of requirements for primary containment integrity during the decontamination, and exclusion of the radioactive liquid storage tanks in the seismically designed Chemical Cleaning Building from the above grade storage curie limitations. The amendment does not authorize operation of Unit 1 subsequent to the chemical cleaning. Such authoriza-tion will be the subject of a separate licensing action.

During our review we identified a change to your proposed specification needed to satisfy our licensing requirements. We discussed the change with your staff arTd they agreed to the change.

This action is supported by the NRC staff's Final Environmental Statement (NUREG-0686) related to Primary Cooling System Decontamination at Dresden Nuclear Power Station Unit No. 1 dated October 1980. A supporting Safety Evaluation and related Federal Register Notice have been issued by a separate transmittal letter.
