Dear fir. Tallman:

1

Subject:

Confirmatory Piping Analysis and Design Documentation Review

Reference:

flRC letter dated flovember 6,1981, "Confimatory Piping Analysis" In the above referenced letter, NRC proposed a site visit to the Seabrook facility to perform a confirmatory stress analysis of a sample piping system.

Subsequently, it was discovered that the piping systen selected for our confimatory analysis was not yet installed in the plant.

In consideration of I

the construction schedule and the SER schedule for the Seabrook plant, NRC is proposing that in lieu of a confimatory analysis, a detailed audit of the s/ Seabrook piping stress analysis be performed. The audit of the piping stress analyses would be performed in conjunction with the review of design specifica-tions and design reports as part of the licensing review under Standard Review P Plant section 3.9.3.

The flRC staff would like to schedule a visit to the architect-engineer's (United Engineers and Constructors) offices in Philadelphia, PA tentatively on Jan ary 7 and 8,1982. The purpose of the visit will be two-fold:

1) to review piping analysis procedures and audit several sef snic Category I piping stress reports, and 2) to review the ASf!E required design documents (i.e. design specifications and design reports) for several safety-related plant components.

The staff plan is to review the design specifications for completeness and the design report for assurance that the component meets the condition stated in the design specifica tions. The review will include the design specifications and design reports for tie following components:

1) a pump
2) a valve
3) a piping system, and
4) a component support.

The findings of the audit and review will be included in the Safety Evaluation Report.
