We are in receipt of the list of vendors who are provided unescorted access to your facility, as transmitted to us by your letter of hovembar 2,1981.
The matter cf the quality of the screening process perfonned, or alleged to have been performed, by contractors seeking access to the sites is of special concern.
It appears that the contractors do not recognize the significance of these personnel checks and the licensees are often limited by the contractor in the methods of audit available to theo.
For these reasons, we have requested that the Office of Nuclear Material Safety and Safeguards clarify the documentation and procedure requirements for background screening of contractor personnel. We have also reconnended thal. the document _(Bulletin, Regulatory Guide, etc.) which is issued to clarify these requirements include a notice regarding the fact that the submittal of fraudulent documentation in this area could and would be prosecuted as material false statements.
