Vermont Yankee Response to NUREG-0737 Items Due on January 1,1982
Dear Sir:
The purpose of this letter is to document Vermont Yankee's position and status with regard to the subject NUREG Itens as listed below.
Although many of these items were completed in che past or discussed in previous correspondence, they are listed again here to provide a concise documentation summary.
Item II.B.1 - Reactor Coolant System Vents:
As described in Reference (c), Vemont Yankee endorses the BWR Owners Group r sponse to this item which is currently being reviewed by the NRC.
Item II.B.2 - Plant Shielding Review:
The required review has been completed, and necessary modifications have been identified.
These modifications have been implemented with the exception of replacing certain RRU motors.
These motors will be addressed in the Vermont Yankee Environmental Qualification Program.

A system designed to meet the intent of this iten has been installed at Vermont Yankee.
References (d) and (e) provide additional information on the Ve rmont Yankee design.
Pre-operationel testing, procedure development.
and personnel training are expected to be completed by January 9,1982.
Item II.D.1.2 - S/RV Testing (Submittal of Necessary Modification to S/RV Piping)
Based on a review of information originating from the BWR Owners Group, we have concluded that no modification to safety relief valve piping is required at Vermont Yankee.
Item II.D.3 - Valve Position Indication:
As stated in References (f) and (g), positive valve position indication has been installed and is functioning on all safety and safety / relief valves.
Due to vendor-related problems, the environmental qualification of the installed equipment has not yet been completed. We are pursu!ng this matter with the vendors involved to expedite the completion of their respective testing programs.
Item II.F.1 - Attachment 1 - Noble Gas Monitors:
The r.able gas monitor installation is complete; however, the unit failed during pre-operational testing.
It will be repaired and placed back in service as soon as possible.
Procedure development and personnel training will be completed by January 8,1982.
Vermont Yankee is currently working with the monitor vendor to verify a correlation between monitor dose reading and stack activity.
This information will be incorporated into our emergency procedures when it becomes available.
Item II.F.1 - Attachment 2 - Sampling and Analysis of Plant Effluents:
As discussed in Reference (h), the modifications required to implement this Item will be completed by March, 1982.
Item II.F.1 - Attachment 3 - Containment High Range Monitor :
This equipment has been installed and is operable. At the present time, some of the cable used in this installation is still undergoing additional testing by the vendor.
Item II.F.1 - Attachment 4 - Containment Pressu re :
The required instrumentation has be-n installed using nuclear grade t ra nsmi t t e r s.
However, these transmitters are not fully environmentally qualified.
Qualified transmitters are on order and will be installed when received.
Item II.F.1 - Attschment 5 - Containment W:ater Level:
The required instrumentation has been installed.
This item is complete.

Ve rmont Yankee is participating with the BWR Owners Group on this Item.
Item II.K.3.13 - Separation of HPCI and RCIC Initiation Levels:
Vermont Yankee is in the process of installing equipment to allow remote reset of the RCIC turbine trip throttle valve.
Barring any additicaal equipment delivery problems, the installation will be completed during the January,1982 RCIC system surveillance test.
Item II.K.3.22 - Automatic Switchover of RCIC Suction:
Vermont Yankee has completed all hardware and procedural requirements for this Item.
Item II.K.3.24 - Confirm Adequacy of Space Cooling for HPCI and RCIC Systems:
We have completed our review of these systems at Vermont Yankee and have determined that, as presently designed, they caa uithstand a complete loss of of f site alternating current power to their support systems, including coolers, for at least two hours.
Item II.K.3.30 - Small Lreak LOCA Methods:
As previously stated in References (g) and (1), Vermont Yankee endorses the scope and schedule provided by the General Electric Company regarding this item.
Item III. A.1.2 - Upgrade Emergency Support Facilities:
In Reference (j), Vermont Yankee stated its intent to provide information regarding proposed TSC instrumentation by January 1, 1982.
Due to the reassignment of manpower resources necessitnted by our recently completed refueling.mt sge, we will not have a complete information package available by that date.
The required information will be provided by February 1,1982.
