This refers to the routine safety inspection conducted by Mr. H. Blumbcts
of this office on liovember 3-6, 1981 at Yankee Nuclear Power Stat %
Pale, Massachusetts nf activities authorized by flRC License 110. DN-3
and to the discussions of our findings held by fir. N. Blunterg with
Mr. fl. St. Laurent and other metters of your staff at the conclusion of
the inspection.
Areas examined during this inspection are described in the Office of
Inspection and Enforcement Inspection Report which is enclosed with this
letter. Within these areas, the inspection consisted of selective
examinations of procedures and representative records, interviews with
personnel, and observations by the inspector.
Based on the results of this inspection, it appears that one of your
activities was not conducted in full compliance with flRC requirenents,
as set fcrth in the Notice of Violation, enclosed herewith as Appendix
A.
This item of noncompliance has been categorized into the levels
described in the Federal Register Notice (45 FR 66754) dated October 7,
1980. You are required to respond to this letter and in preparing your
response, you should follow the instructions in Appendix A.
In accordance with 10 CFR 2.790 of the Cornission's regulations, a copy
of this letter and the enclosures will be placed in the URC's Public
Document Room.
If this report contains any infomation that you (or
your contractors) believe to be exempt from disclosure under 10 CFR

9.5(a)(4), it is necessary that you (a) notify this office by telephone
within ten (10) days from the date of this letter of your intention to

file a request for withholding; and (b) submit within 25 days from the

date of this letter a written application to this office to withhold

such infomation.
Consistent with section 2.790(b)(1), any such *nplication
must be accompanied by an affidavit executed by the owner of the infomation
