APPROVAL UNDER SECTION 145 b. OF THE ATOMIC ENERGY ACT OF 1954 AS AMENDED, FOR THE EMPLOYMENT OF HS. KATHERINE S. POWELL AS ADMINISTRATIVE ASSISTANT AND HS. JESSICA H. LAVERTY AS STAFF COUNSEL TO C0fNISSIONER THOMAS H. ROBERTS AND FOR ACCESS TO NATIONAL SECURITY INFORMATION AND RESTRICTED DATA Issue:
Approval for employment of Ms. Powell as Administrative Assistant and Ms. Laverty as Staff Counsel to Commissioner Roberts and for thew access to National Security Infonnation and Restricted Data prior to completion of the required security investigation.
Discussion:
Connissioner Roberts has requested Comission approval to employ Ms. Powell as Administrative Assistant and Ms. Laverty as Staff Counsel and to permit them access to National Security Infonnation and Restricted Data before their security investigation is completed and evaluated. The contents of the Personnel Security Questionnaire for Hs. Powell was reviewed with favorable resUlts. Ms. Laverty was previously granted an NRC "L" access authorization.
Commissioner Roberts has indicated the volume and urgency of the work awaiting Hs. Powell's and Ms. Laverty's attention are such that it is imperative they enter on duty August 17, 1981.
The nature of the work requires access to National Security 1, formation and Restricted Data.

4 The Division of Organization and Personnel has advised that Discussion:_
preemployment checks on Ms. Powell contain no derogatory (Continued)
Name checks conducted at the Office of Personnel infonnation.
Management and at the Federal Bureau of Investigation developed no information unfavorable to Ms. Powell. A National Agency Check and Inquiry was conducted on Ms. Laverty with favorable results when she was initially employed at the NRC.
W Biographical Data sheets concerning Ms. Powell and Ms. Laverty are enclosed.
'l These actions involve no new resource requirements.
Recommendation: The Comission:
1.
Detemine pursuant to Section 145 b. of the Atomic Energy Act of 1954, as amended, that the employment of Ms. Powell as Administrative Assistant and Ms. Laverty as Staff Counsel to Comissioner Roberts and permitting them access to National Security Information and Restricted Data is clearly consistent with the national interest.
2.
Based on the above detennination, grant Ms. Powell and Ms. Laverty an NRC "Q" access authorization.
