Dear Mr. Stolz:

The revised copy of the Crystal River Unit 3 Electrical Distribution System Review Summary was submitted for your review by letter dated December 22, 1980.

Your evaluation determined that the Crystal River Unit 3 design was acceptable with respect to " Station Electrical Distribt. -f on System Voltages" subject to completion of tap changes on the startup transformer and verifi-cation of bus voltages.

Your April 22, 1981 letter requested this addi-tional information within 20 days after Crystal River Unit 3 restart follow-ing refueling.

Florida Power Corporation hereby provides the requested information.

Item 1 FPC must conduct tests to verify the voltage analysis.

These tests should be conducted with the Class 1E buses and MCC's loaded to at least 30%.

If this is not possible, FPC should define the basis used to accurately account for feeder and trar. former voltage drops in their measurements.

Response

Tests, using procedure PT-301 " Degraded Grid Voltage Measurements",

were conducted on September 25 and 26, 1981, to verify the voltage analysis.

The tests required Crystal River Unit 3 to be on-line and operating at a load such that safety related. 4160V and 480V buses are at or above 30% load.

The first series of voltage measurements required that a~l breakers were in the normal configuration, and all equipment was fed from normal sources.
