Cycle 10 Refueling Outage This letter is a follow-up to our meeting with members of the NRC staff on December 11, 1981 in which we reviewed the future outage planning for the Oyster Creek Nuclear Station.

Enclosure one of this letter transmits a complete copy of the information left with you at the time of the meeting. We are formally requesting that items which we previously coccitted to accomplish during the upcoming Oyster Creek refueling outage, as summarized in enclosure one and tabulated on enclosure two, be diferred to the outage following cycle 10 operation. With regard to the Core Spray Sparger, deferral of this work would be contingent upon examination results to be obtained in the upcoming outage. We will be submitting further correspondence on this matter as a separate license amendment.

As we indicated to you during the December lith meeting, we have simply found that the total demands of the original outage work scope exceeded any reasonable ability to manage the outage.

It is further our opinion the original outage work scope would constitute a potential overall safety problem, and that ALARA and safety concerns would not be properly served by proceeding as originally planned.

In order to improve the planning for the revised reduced scope outage, we are also requesting NRC concurrence in a change of the outage start date from our previously indicated mid-March, (see letter of August 27, 1981) to June or July 1982.

This additional time will be achieved through further coastdown in Oyster Creek power since the 00l plant is reactivity limited.

It is our conslusion that deferral of these items for one additional operating cycle does not constitute a significant safety concern.
