Dear Mr. Keinig:
Reference is to your letter of October 23, 1981 which forwarded IE Inspection Report No. 50-387/81-19 and " Appendix A, Notice of Violation."
Your letter advised that PP&L was to submit within twenty-five (25) days of receipt, a written explanation addressing (1) corrective action steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved.
During a telephone conversation between Mr.
A.
R. Sabol of PP&L and Mr. E. C. McCabe of NRC Region I on November 17, 1981, Mr. Sabol requested that the response due date be extended until December 11, 1981, to allow for the necessary sequence of communications.
Mr. McCabe agreed to the requested extension.
The Notice of Violation states as follows and the corrective actions are detailed below:
"10 CFR 50, Appendix B, Criterion IV, states in part:
" Measures shall be established to assure that applicable regulatory requirements, design bases, and other requirements which are necessary to assure adequate quality are suitably included or referenced in the documents for procurement of material, equipment, and services, whether purchased by the applicant or by its con-tractors or subcontractors."

The licensee's PSAR, Appendix D, Section D.2.4, states in part:
" Responsibility for procurement document control is being delegated to the Main Contractors i
(General Electric Company for the Nuclear Steam Supply System, and Bechtel l
Corporation for Balance of Plant.)"
l General Electric's Boiling Water Reactor Quality Assurance Manual, Section 5.4.1, states in part:
" Measures have been provided that assure that appli-cable regulatory requirements, design bases, and quality requirements are included or referenced in procurement documents."
Contrary to the above, General Electric (G.E.) Purchase Part Drawing 145C30ll, Sheet 1, Revision 10, required the turbine exhaust high pressure turbine trip switches E41-PSH-N017A and B, have an accuracy of t 1% of full range (2.3 psig.)
whereas instrument design accuracy according to G.E. Instrument Data Sheets (IDS) l was to be 2 psig."

Corrective Action Taken and Results Achieved:
General Electric Control & Instrumentation Engineers at the site have reviewed all GE Purchase Part Drawings and Instrument Data Sheets for GE supplied instruments. This review was conducted to ensure that instrument accuracies identified on the Purchase Part Drawing were consistent with the required accura ~ies as specified in the Instrument Data Sheets.
All discrepant items identified in this review have been documented by Field Deviation Disposition Requests (FDDRs) and will be submitted by December 11, 1981 to GE San Jose engineering for review / disposition / approval. These FDDRs will result in either document revisions or instrument changes.

Corrective Action Taken to Avoid Further Violations:
Prior to issuance of new Instrument Data Sheets, GE will review Purchase Part Drawings to ensure that instruments meet the required accuracies as stated in the Instrument Data Sheets.
3.
Date When Full Compliance Will be Achieved:
The required document revisions or instrument changes will be completed prior to fuel load.
