NOTICE OF VIOLATION Toledo Edison Company Docket No. 50-346 4
i As a result of the inspection conducted on October 1, 2, 5-9, 13-17, 19-23, and 26-30, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified:

Technical Specification 2.2.1 requires that the Reactor Protection System instrumentation setpoints shall be set consistent with the trip setpoint values shown on Table 2.2-1.
Table 2.2-1 and Technical Specification 3.3.1 requires that the trip setpoint for the RC pressure-temperature trip be set at (12.60 T F-5660) psig.for H
operation of the plant in Modes 1 and 2.
Contrary to the above, RPS temperature calibration was conducted under Procedure ST 5030.06 on April 17, 1981, to a nonconse-vative,cceptance criteria (1.63*F) which is in violation of their Limited Safety System l
Setting. Two of the four pressure - temperature trip setpoints were not as per requirement of Technical Specification 2.2.1.
This is a Severity Level IV violation (Supplement 1).

(1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further noncompliance; and (3) the date when full com-pliance will.be~ achieved. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath.
