Dear Mr. Collins:

Item 3 of IE Bulletin 81-01, dated January 27, 1981, required a visual examination and operability test of all mechanical snubbers produced by manufacturers other than International Nuclear Safeguards Corporation (INC) that are installed on safety-related systems. The District's letter to the Commission dated March 27, 1981 stated these inspections and tests would be completed during Fort Calhoun Station's 1981 refueling outage. The examinations and tests on the eight (8) applicable mechanical snubbers were completed November 5, 1981 during the 1981 refueling outage and the results are addressed below.

Visual examinations and manual operability tests were perfortned on eight (8) mechanical snu"'rs manufactured by Pacific Scientific.

Four (4) of the snubbers, RF' JA, 'TS-114A, SIS-114E, and SIS-114F, were inspected in-place w.,istrict personnel at the Fort Calhoun Station.

The inspections involved a visual examination of the snubbers and their associated linkages and connections for apparent damage and an oper-ability test for freedom of movement. The test was performed by dis-connecting one end of the snubber from the support and manually pushing and pulling the snubber over the range of its stroke in compression and tension. The other four (4) snubbers, RCS-16, RCS-29, RCS-29A, and SIS-114B, were sent offsite for, examination and bench testing, in accordance j

with snubber surveillance requirements of the Fort Calhoun Station's Technical Specifications, Section 3.14.

In addition to functionally testing the snubbers, the test facility visually examined and manually tested the four (4) snubbers for operability.

i Mr. J. T. Collins December 8, 1981 Page Two The results of the Pacific Scientific snubber inspections, as described above, are detailed in the attached report. The eight (8) snubbers were observed to operate satisfactorily over the range of stroke in both compression and tension and were in excellent physical condition.

These snubbers will continue to be periodically inspected and tested as required by the Fort Calhoun Station's Technical Speci-fications. The favorable results of the snubber inspections, in addition to the periodic testing requirements, should adequately address the Commission's concerns related to non-INC mechanical snubbers installed on safety-related systems at the Fort Calhoun Station.
