Toledo' Edison has recently received NUREG-0801, Evaluation Criteria for i
Detailed Control Room Design Review - 1981 (Log No. 833)_.
Our company has participated in many of the industry activities related to Energy Response Facilities, Safety Parameter Display Systems, symptom related operating guidelines and control room design reviews. As a result we have seen the development of several levels of related implementing criteria in these areas.
Specifically for our Davis-Besse Unit 1, Toledo Edison has accelerated the implementation of several response facilities.
In that effort we have come to realize the extrem,sy integrated nature of effective man-machine inter-faces. The segmented A roach reflected to date by many different organi-zations within the NRC staff has not given confidence that the methodology-imposed on the implementation of this lesson learned from the accident at Three Mile Island will truly be productive. NUREG-0801 deserves a'more

significant review than is currep.ly available by the indicated December 28, 1981. Toledo Edison requests the comment period for this document be extended an additional 60 days. This would assure that appropriate industry review could provide productive comments on the discussions in NUREG-0801.
