T CONSUMERS POWER COMPANY Docket 50-155 Request for Change to the Technical Specifications License DPR-6 For the reascns hereinafter set forth, it is requested that the Technical Specifications contained in the Facility Operating License DPR-6, Docket 50-155, issued to Consumers Power Company on May 1, 1964, for the Big Rock Point Plant be changed as described in Section I below:

I.

Changes Section 6.4.2 Add the following paragraph to Section 6.4.2:

"(e) The containment atmosphere shall be monitored by two high range gamma monitors. The monitors are designed to measure gamma radiation in containment under accident conditions from 1R/hr to IE+06R/hr.

The monitors are located external to the containment sphere. The readouts of the monitors are located in the control room."

Section 6.4.3 Add the following paragraph to Section 6.4.3:

"(h) Both high range containment atmosphere gamma monitors shall normally be in service during power operation.

If either monitor is inoperable, restore to operable status within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> or, in lieu of any other report required by Specificatin 6.9.2, prepare and submit a Special Report to the Commission pursuant to Specification 6.9.4 within the next 14 days outlining the cause of the inoperability and the plans for restoring the system to OPERABLE status. A channel check shall be performed for each monitor at least once per month, and channel calibration shall be performed at each refueling outage."

Section 6.9.4 Add the following to Section 6.9.4:

"(c) High range containment gamma monitoring system reports."

II. Discussion The above proposed Technical Speci fications changes are requested in i

response to our NUREG-0737 commitment for Item II.! 1 - Attachment 3 to install containment high-range gamma monitors. The thin containment-i shell at Big Rock Point allows accurate determination of radiation j

levels inside containment by means of external measurement. This i

location offers the advantage of a much less severe environment with subsequentlygigherreliabilityunderaccidentconditions.7The maximum range of 1x10 R/hr at Big Rock Point is equivalent to.1x10 R/hr gamma exposure rate at the newer larger plants because core size and fission.

The operability of the high range containment gamma monitor ensures that the magnitude of the radioactivity releases in containaent will be determined. The monitor system includes an Electronic Check Source (ECS) test. Each channel automatically initiates an ECS test every 17.1 minutes. A fail alarm is actuated upon identification of any problems encountered during this test. The test can also be initiated manually by push button, and will serve as the monthly Channel Check.

In accordance with NUREG-0737, the channel calibration consists of electronic calibration for all ranges above 10 R/hr. A radiation source calibration is required only in the~1 to 10 R/hr range.

3 III. Conclusion Based on the foregoing, both the Big Rock Point Plant Review Committee and the Safety and Audit Review Board have reviewed these changes and find it them acceptable.
