Dear Mr. Keppler:

This letter serves as an Interim Report as required by 10CFR50.55(e) conc ming twenty-two (22) piping elbows which do not meet material specification r quire-ments. This was first reported by E. Riley of The Cleveland Electric Il uminating Company to G. Barber of the U.S. Nuclear Regulatory Commission Operation Center, Bethesda, Maryland, on November 11, 1981. The call to your office was forwarded to this location.

This report includes a description of the deficiency, analysis of safety implications and the corrective action taken.

Description of Deficiency CEI was notified by our safety-related piping supplier for the Perry Nuclear Project, Pullman Power Products, that their subvendor, Ladish Company, had informed them of a possible material deficiency. A heat of steel contained some high carbon steel mixed with their nortaal material. This material was furnished to Ladish by Armco Inc. and involved 45* and 90* long radius A-234 WPB elbows, heat code number BA68. Ladish found the carbon content to be 41%

and the manganese content 1.4%.

The maxitaum allowable values are.30% and 1.06%, respectively. Pullman indicated that twenty-two (22) elbows were used and incorporated in pipe assemblies at the Perry Nuclear Power Plant.

Safety Analysis Twenty-two Ladish elbows have been identified with heat #Bl.6B.

These elbows were used in fourteen (14) spool pieces.

4 Material containing.41% carbon would have very limited weldability, especially where welding procedu_es for medium carbon (.30% or less) steels are used.

These welds would be likely te exhibit brittle failure in the heat-affected zone on the fitting side of welds of those fittings in question.

The possible failure of the spools would result in the following:

1)

Spools 1E32-G-MSIV-1-AB, 3-AB, 4-AB, 5-AB, 8-AB, 10-AB, 11-AB, 16-AB, 19-AB, 20-AB, 21-AB.

Failure of these spools could result in Main Steam Isolation Valve leakage following a Lnss of Coolant Accident into the Auxiliary Building.

2) Spool 1-E12-G-RH-52R-AB and 2-E12-G-RH-91-AB.

Residual Heat Removal System (RHR). Failure of these spools could result in loss of function of the steam condensing mode of the R!a system.

3)

Spool 2-P11-G-CT-17-RB Liquid Radwaste Disposal System.

Failure of this spool piece would cause the Reactor Water Clean-up Backwash Receiving Tank to drain. The material in this tank is radioactive.

Corrective Action Taken Pullman Power Products has been directed to fully define the extent of the problem. At completioa of this investigation, all material identified as deficient will be replaced with proper material. Projected completi;a of the verification phase and replacement of material is June 30, 1982.
