3 1.2 Automatic Actions.

A. Reactor Trip with a turbine trip.

B. Load Shedding occurs on XSW-lDA and XSW-lDB.

C. D/G A and B Auto Starts and- their breakers close to energize XSWlDA and XSW1DB within 10 seconds.

D. The ESFLS energizes the Saf e Shutdown equipment.

. E. The Turbine Driven Emergency Feedwater Pump starts and Emergeeny Feedwater is being delivered to all steam, generators at a maximum rate of flow.

3.1 3 Immediate Ooerator Action A. Verify Reactor Trip / Turbine Trip.

1). Verify all control and shutdown rods are fully .

inserted by digital rod position indication and-rod bottom lights.

12/18/30 2). When power is available, ' emergency borate 17 minutes (approximately 100 ppm) for each control or shutdown rod not fully inserted by opening MVT-8104 and verify flow on PI-110.

3). Verify reactor power is decreasing and transfer NR-45 recorder to one source range and one intermediate range channel.

B. Verify pressurizer _ level and pressure recovering from transient.

43 1). If not recovering, evaluate conditions for safety injection symptoms. If necessary safety

. 4 inject and go to E0P-1, Safety Injection in conjunction with this procedure.

C. Verify 1). Diesels lA and 1B started.

2). Buses XSW-lDA and XSW-lDB energizes.

3). ESFLS sequence completed (Train A & B Blackout Sequence complete monitor lights lit).

I_- 4). Emergency feedwater being supplied tc all steam generators.

D. Announce the condition over the plant page system.

3 1.4 Follow Uo Action l NOTE: Check or initial indicated steps wnen completed.l A. Verify all immediate action steps have been completed.

B. Adjust D/G voltage and frequency for both diesel generators to 7.2 KV and 60 HZ.

C. If ESFLS fails to function completely start the following equipment in each train.

1). Load Block 1 a). SI/ Charging Pump

c). ESF Switchgear Room Cooling System Flow.

d). Service Water Normal Supply Fan.

e). Control Room Normal Supply Fan.

f). Control Room Emergency Filter System Flow.

g). Battery Room Exhaust Fan.

u D h). Speed Switch Room Fan. .

2). RER Pump (If SI Signal- is present) .

3). Service Water Pump (Fast Speed).

4). HVAC Chilled Water Pump.

5). Component Cooling Water Pump.

6). Emergency Feedwater Pump.

7). Reactor Building Cooling Units (Slow Speed) (one on each train).

8). Fuel Handling Building Exhaust Fan.

9). HVAC Chillers.

10). SW Booster Pump.

D. Establish Natural Circulation per E0P-13, Natural Circulation and stabilize the plant in conjunction with this procedure.

E. Reset the ESFLS for A and B Train.

F. Secure any unncessary equipment upon shift supervisor approval.

G. Notify System Load Dispatcher of conditions.

H. Verify. Emergency Bearing 011 Pump running for the main turbine.

I. Verify emergency oil pump _ running for. all feedwater pump turbines.

-, PAGE 5 REVISION 1 12/,18/80 J. Place the PZR Backup heaters in service (if needed and per Shift Supervisor Approval) by the following steps:

1. Locally open all individual heater breakers.

2.. Turn the MCB control switches for the PZR Backup Heaters to the Start position. -

3 Locally close the individual heater breakers while observing the KW meter for the diesel generators.

CAUTION: Do not exceed the following diesel generator loading limits:

c. 3). E0P-13, Natural' Circulation L. If power is to be out for an extended period . of time and it is deemed necessary, prepare to energize BOP electrical buses by opening and racking out (if applicable) all breakers on XSWlB1 and XSWlB3 except for the following:

NOTE: This step is required in order to complete steps M-through R. If not reouired, skip to Step S.

1. Emerg. Feed -f rom ESF Bus XSW-lDB1-ES XSWlB3 (038) .
2. Emerg. Feed from ESP Bus XSW-1DAl-ES XSWlBl'(05B).

M. If there is sufficient KW available - and it is deemed necessary, energize XSWlB1, and XSWlB3 from the ESF buses and load as follows:

1. Close Bu~s 131-1DAl Tie Breaker on MCB and observe that XSWlB1 potential lights illuminated.
2. Close Bus 133-lDB1 Tie Ereaker on MCB and observe that XSWlB3 potential lights illuminate.

3 Energize the electrical buses listed on Attachment I, 480 Volt BOP desired. loads, one at a time observing the KW load limite on the diesel generators.

N. Start the Turbine Closed Cycle Cooling Pump "B" XPP-46B.

O. Start th,e TGOP and secure the EBOP.

P. Verify the oil lif t pumps are running.

Q. At zero speed verify the Main Turbine turning gear is engaged and operating.

R. Verify the main oil pump for " A" and "B" Feedwater pumps are running and secure the emergency (DC) 011 pump for each.

S. Refer to Technical Specifications Sections 3/4.8 for applicable LCO and Actions.

3.1.5 Final Conditions A. The plant is being maintained in a stable condition using E0P-13 Natural Circulation.

B. Work is being performed to restore power to the 7.2KV BOP and ESF buses.

3.2 Loss of Offsite Power (ESP Bus or Buses) .

3 2.1 Symptoms A. 7KV ESF Channel A Breaker Trip Alarm.

B. 7KV ESF Channel B Breaker Trip Alarm.

C. Train A Blackout Sequence Initiated Status Light.

D. Train B Blackout Sequence Initiated Status Light.

3.~2.2 Automatic Actions A. Load Shedding occ.cs on XSW1DA and/or XSW1DB.

B. D/G A and/or B starts and the creakers . close to energize XSWlDA and/or XSWlDB within 10 seconds.

C. The ESFLS energizes the SAFE SHUTDOWN equipment on the affected buses.

7 D. Emergency Feedwater Pump (s) auto start and supp'ly emergency feedwater to all steam generators.

I NOTE: Loss of ESF Buses will not cause a reactor trip or safety injection.

3.2 3- Immediate Operator Action A. Verify Automatic Action.

1). Diesel 1A and 1B started.

2). Buses XSW1DA and XSWlDB energized.

3). ESFLS Sequence completed (Train A and/or B

, Blackout Sequence complete monitor light lit).

4). Emergency feedwater pump (s) started and supplying water to all steam generators.

B. Announce the condition over the plant page system.

3.2.4 Follow Up Action l NOTE: Check or initial completed steps as indicated. l A. Verify immediate actions completed.

1). If reactor trip has occured or is required
