Virgil C. Sunmer Nuclear Sta' tion Docket No. 50/395 Safety Evaluation Report

Dear Mr. Den *cn:

In a recent review of the Safety Evaluation Report (SER) for the Virgil C. Suniner Nuclear Station a potential discrepancy betwaen the SER and the plant configuration was identified. me itms are:

Page 12-6:

"The applicant has provided a sequential nonitor capable of detecting airborne particulates and iodine radioactivity which alarras in the Control Rom."

Concern This statement apparently refers to FM-All which detects and

.1easures noble gases only.

2.

Page 22-59:

"The licensee shall have the capability to ace. irately detect the presence of iodine in the region of interest following an accident. This can be acccmplished by using a portable or cart-mounted icdine sampler with attached single dlannel analyzer."

Concern South Carolina Electric and Gas Company (SCE&G) does not have such a portable sampler with attached single channel analyzer. Samples are obtained and taken to a low back-ground area for analysis, normally the Count Rom.

Using a single channel analyzer in high background areas where post accident sampling can be expected is in practicable.

Page 22-59:

"Here, the sample should first be purged of any entrapped noble gasec using nitrogen gas or clean air free of hOl noble gases."

Concern

/ O SCE&G does not have the ability to pirge iodine filter samples. AgZe cartridges are used for iodine collection when 9112160176 811209 PDR ADOCK 05000 E

Decenber 9,19E' Page 2 conditions dictate, mch as rost accident conditions. AgZe cartridges do not retain significant amounts of noble gas. In addition, it is doubtful that purging normal charcoal filters would have nuch affect unless large flow rates and/or excessive purge times were utilized..

Each of these have been discussed with~ Mr. John Minns and f'

Mr. William Kane. We believe item 1 requires resolvtion and itens 2 and 3 are just reconnendations fran the NRC Staff, 5 ot requirenents.

We request you review these itens and advise us if it affects the safety evaluation. If you have any questions, please let us know.
