This refers to the routine safety inspection conducted by ifr. J. Johnson
of this office on Aucust 18 - September 30, 1981, of activities authorized
by fiRC License fio. DPR-35 and to the discussions of our findings held by
Mr. Johnson with ilr. C. !!athis and Mr. R. ifachon and other renbers of
your staff periodically during the inspection.
Areas examined during this inspection are described in the Office of
Inspection and Enforceoent Inspection Rerort which is enclosed with this
letter.
'fithin these areas, the insrection consisted of selective exarrina-
tions of procedures and representative records, interviews with personnel,
and observations by the inspector.
Based on the results of this inspection, it appears that certain of your
activities were not conducted in full compliance with fiRC requirements, as
set forth in the fiotice of Violation, enclosed herewith as Appendix A.
These
items of nonconpliance have been catecorized into the levels described in the
~
Federal Register Notice (45 FR 66754) dated October 7,1980.
You are required
to respond to this letter and in preparing your response, you should follow
the instructions in Appendix A.
In accordance with 10 CFR 2.793 of the Coinission's regulations, a copy of
this lettcr and the enclosures uill be pl6ced in the NRC's Public Document
Poon.
If this report contains any infornation that you (or your contractors)
believe to be exenpt fron discicsure under 10 CFP 9.5(a)(/-), it is necessary
that you (a) notify this office by telephone within ten (10) days from the
date of this letter of your intention to file a request for withholding;
and (b) subnit within 25 days frun the date of this letter a written applica-
tion to this office to withhold such infomation.
Consistent with section
2.790(b)(1), any such application rust be acccmpanied by an affidavit
cxecuted by the owner of the infomation which identifies the document or
