Dear Mr. Frye:

I respectfully submit this letter in reference to statements 1981. made in his letter.to you dated September 30, by Troy B. Conner, Jr.

My concern with Mr. Conner's letter is prompted by his statement "The applicants have been working intensively with the affected state and local governments to complete the development of emergency As Superintendent of plans the in accor' dance with NRC and FEMA requirements."

We can not anticipate or rely upon an emergency situation occurring at the convenience of another school district's availability of buses.

It was announced by Mr. Alexander at a meeting with school officials on Tuesday, September 29, 1981, that a full-scale emergency evacuation exercise will not be held on November 18, 1981. The schools Committee of Nine is in direct opposition to Mr. Alexander's pu%posal that only a few buses be used in a " mock" exercise. It is our contention that we must have the necessary number of buses on the campus of each school and actually board the buses even if we do not move'them from the emergency zone area to insure the practice and procedure to follow in case of' an emergency. This procedure would not be considered a mandatory public participation on a full scale. This exercise would simply provide us with the opportunity to evacuate the boys and girls in our school district.

I trust that you and the Commission can understand the value of this procedure and will exercise your authority to provide fully for the pro-tection of our boys and girls.

A response to my concerns by October 10, 1981, would be appreciated as I have scheduled a meeting with the local and state DES on Monday October 12, 1981.
