Dear Mr. Snyder:

I need your helpt The problems associated with opening a nuclear reactor at the Zi=mer plant are monumental to say the lesst. Our school district is placed in the unique position of providing fo,r the safe and timely evacuation for thousands of boys and girls in our area.

As Superintendent of the Campbell County Schools, I can envision quite a challenge in meeting the requirements of a safe and timely evacuation. The challenge is naturally compounded by the mere fact that the Cincinnati Gas and Electric Company has been most reluctant to provide this school district with the necessary buses, emergency equipment, communication systems and financial resources to adequately evacuate the boys and girls in our area during an emergency at the Zimmer plant.

How can and/cr will your office assist us in obtaining the necessary financial resources from the Cincinnati Gas & Electric Company to provide for the items outlined in the preceding paragraph 4

at no cost to your constituents? Will you exercise the authority of your office and position if the administrators responsible for the safe and timely evacuation informed you that they do not have the necessary equipment for the evacuation? Will you exercise your authority to demand that the NRC withhold approval for Zimmer to become operational until we have the necessary equipment and have a successful emergency exercise to insure the safe evacuation of our boys and girls?

I would appreciate a written response as soon as possible since the local Disaster Emergency Services intends to hold a " mock" evacuation on November 18, 1981. I'm sure you will agree that a " mock" evacuation will be less than desirable to insure a proper evacuation and I need your response as soon as possible.
