PPsomas Attorney OELD We received your letter of October 22, 1981 addressed to former Chakrman Hendrie which transmitted the concerns of your constituent, Mr. Gene Sell, Superintendent, Campbell County Schools, Campbell County, Kentucky.

As a result of a Presidential Directive on December 7, 1979, the lead responsi-bility for upgrading offsite emergency planning and preparedness was assigned to the Federal Emergency Management Agency (FEMA). Consequently, we are forwarding your constituent's letters to:

Mr. Richard Kriru, Assistant Associate Director, Offics of Natural and Technological Harards, Federal Emergency Management Agency, Washington, D. C.

As a matter of information, Mr. Sell appeared before the Atomic Safety Licensing Board, in Cincinnati, Ohio on Thursday, October 29, 1981, where he expressed his concerns regarding the relationship between the Campbell County schools and the Zimm r Nuclear Power Plant during an emergency. Specifically, Mr. Sell presented his views on the inadequacy of available transportation for school children in the event of an emergency. Consequently, the Licensing Board offered the Campbell County school system the opportunity to make a formal appearance and become a participant in the ongoing administrative proceedings regarding the operating license for the Zimmer facility.
