The Commission has issued the enclosed Amendment No. 44 to Facility Operating License No. DPR-61 for the Haddam Neck Plant. This amendment consists of changes to the Technical Specifications in response to your applications dated August 27, 1980 and April 16, 1981 as supported by letters dated November 30 and December 4 and 6,1979, January 17 and 30, April ll, May 19, June 10 and September 29, 1980, May 26, June 30 August 14, August 27, and September 9,1981.

The changes to the Technical Specifications (1) add operability and surveillance requirements for automatic initiation of the auxiliary feedwater system, and (2) increase the surveillance requirements on the auxiliary feedwater pumps and related flow paths.

Certain modifications to your proposed changes were necessary to meet our criteria. These modifications have been discussed with and agreed to by your staff.

The enclosed Safety Evaluation aisc documents our review of your responses to the NRC staff's short-term and long-term recommendations that resulted from our reliability evaluation of the Haddam Neck Plant auxiliary feedwater system. These recommendations were the subject of our October 11, 1979 letter. Based on our review, we find your nsponse to our recommendations acceptable with the exception of Long Term Recommendation 3 for which the staff has not completed its review. The status of this recommendation is discussed in Section 2.4 of the Safety Evalaution. We will address the resolution of this item in a subsequent safety evaluation.

In addition, there are some related matters under review in the Systematic Evaluation Program as discussed in our Safety Evaluation. The consequences of a main steam line break with continuous main feedwater addition is being addressed as part of the NRC staff's review of the responses to IE Bulletin 80-04.
