A. My name is R. A. Jones. I reside in Granbury, Texas. A statement of my educational and professional qualifications is included in Attachment A.

Q. What is the subject of your testimony?

A. My testimony concerns the comitment of on-site management personnel at Comanche Peak to quality assurance. From my perspective as the Manager of Plant Operations, I will describe the commitment of operations personnel to the Operations QA Plan and to the implenentation of that Plan.

Q. Do you have personal knowledge of the Operations QA Plan for Comanche Peak?

-2 A. Yes, I do. In my position as Manager of Plant Operations, I have the responsibility and authority for development and implenentation of an Operations QA Plan which meets the requirements of 10CFR50, Appendix B, and Regulatory Guide 1.33.

In addition, I have the responsibility to verify implenentation of these requirements.

Q. How do you verify implenentation of the quality assurance requirements?

A. Recognizing that quality assurance is not just the responsibility of a single department but is the responsibility of all personnel at Comanche Peak, we have developed the Operations Administrative Control and Quality Assurance Plan ("0ACQAP"). A copy of this document is attached hereto. It contains the quality assurance requirements governing all activities at Comanche Peak which affect safe operation of the plant.

Q. What is the TUGC0 management policy concerning the independence of quality assurance activities under the OACQAP from the other parts of the Comanche Peak operating structure?

A. TUGC0 management fully endorses the concept of independence of the quality assurance organization from direct responsibility for conduct of specific operations activities.

Q. Please describe the functions of your quality assurance staff.

A. The Operations Quality Assurance Section is supervised by the Operations Quality Assurance Supervisor, D. E. Deviney, who reports directly to me. His responsibilities include:

a) Quality Surveillance of station activities b) Implementation of the station Quality Control Program c) Review of purchase documents for inclusion of quality requirements d) Advising the Manager of Plant Operations on matters of quality e) Review of all safety-related station procedures ,

Q. Please describe the Quality Surveillance function. f

. A. This function involves surveillance of activities affecting quality to determine c.41ance 1 with regulatory and station requirements. Quality assurance personnel review mquirements for a range of activities and develop checklists from these requirements. The activities reviewed are listed in Attachment B and are reviewed at least annually. Upon comp 16 tion of each surveillance, a repo M is then issued detailing any quality-related problems identified, and corrective action is requested. Copies of this report are sent to the supervisor responsible for the activity involved, and also to the Vice President, Nuclear, the Manager of Quality Assurance, and the Manager of Plant Operations. These problem areas are then reverified after corrective measures are implemented.

Q. Please describe your Quality Control Program.

A. Our Quality Control Program is designed to verify for quality important physical characteristics of a particular safety-related item. Prior to activities with such an item, instructions must be developed and reviewed by a Quality Control Inspector who is qualified in accordance with Regulatory Guide 1.58 (ANSI N45.2.6) and inspection hold points established. As these inspection hold points are reached, the Inspector is called to verify the physical characteristics, and a report to that effect is pre pared.

1980 - Present Texas Utilities Generating Company, Comanche Peak Steam Electric Station, Manager, Plant Operations. Responsi-bilities include overell management of plant operations activities through four department superintendents and the Quality Assurance Supervisor.

1976 - 1980 Texas Utilities Generating Company, Comanche Peak Steam Electric Station, Assistant General Superintendent.

Responsibilities included direction and supervision of plant administrative, security, fire protection, and startup activities.

1973 - 1976 Texas Utilities Generating Company, Comanche Peak Steam Electric Station, Engineering Superintendent. Responsi-bilities included direction and supervision of plant engineering activities, including Chemistry, Health /

Physics, Reactor Engineering, Results Engineering, and Instrument & Control work.

1972 - 1973 Texas Electric Service Company, Graham Steam Electric Station, Maintenance Engineer. Responsibilities included direction and coordination of plant maintenance activities.

1971 - 1972 Texas Electric Service Company, Graham Steam Electric Station. Production Engineer. Responsibilities included directi:n and coordination of plant operations and chemistry activities.

1969 - 1971 Texas Electric Service Company, Graham Steam Electric Station, Associate Mechanical Engineer. Staff Engineer responsible for conducting plant performance testing and general plant engineering activities.

1967 - 1969 Texas Electric Service Company Handley Steam Electric Station, Junior Engineer. Engineer in training involved in conducting plant performance testing, maintenance and operations activities.
