My name is B. R. Clements.

I reside in Richardson, Texas. A statement of my educational and professional qualifications is included as Attachment A.

What is the subject of your testimony?

A.

My testimony concerns the commitment of corporate management to quality assurance during operation of Comanche Peak. From my perspective as Vice President, Nuclear of Texas Utilities Generating Company ("TUGC0"), I will describe the commitment of the company to an effective corporate QA Program during the operation of Comanche Peak, and to the institution and conduct of an Operations QA Plan which governs the implementation of that program.

Do you have personal knowledge of the corporate QA Program (including the Operations QA Plan) for Comanche Peak?

  • A.

Yes, I do. As Vice President, Nuclear I have the responsibility for the development and implementation of the corporate QA Program for Comanche Peak. Further, I am responsible for assuring that the Operations QA Plan is established and implemented with sufficient independence to fulfill each of its QA responsibilities.

Q.

Please summarize the corporate QA Program for Comanche Peak.

A.

The corporate QA Program provides for a multi-tier system of checks, inspections, surveillances and audits. Extensive evaluations are performed to assure that personnel are well-trained and proficient in their area of responsibility and in conducting their activities in compliance with procedural and technical requirements.

These functions are carried out by two independent organizations under nty authority. The Manager, Plant Operations, Mr. Jones, conducts all quality assurance activities associated with plant operations in accordance with the Operations Administrative Control and Quality Assurance Plan ("0ACQAP").

The Manager of Quality Assurance, Mr. Chapman, confinas that the operations quality assurance activities are perfonned in accordance with the OACQAP through surveillance and audits. The TUGC0 organization is set forth in the figure attached hereto as I

, Attachment B.

That figure reflects the relationships of my staff members to me and to each other.

How do you assure yourself that matters of quality are being properly administered?

A.

The Manager of Quality Assurance reports directly to me. He provides me with an intense level of exposure to quality assurance activities through frequent personal contact.

I receive copies of all surveillance and audit reports made by him for both the Operations QA Plan and all other activities perfonned pursuant to the corporate QA Program.

I carefully review all surveillance and audit reports.

A similar procedure is used by me to assure myself that quality assurance activities surveilled by the staff of the Manager of Plant Operations are being performed in acccrdance with the OACQAP. Those activities are performed by the Quality Assurance Supervisor, Mr. Deviney.

What is the corporata philosophy of TUGC0 toward quality assurance?

A.

The philosophy of TUGC0 corporate management is that we must assure the implementation of the corporate QA Program which, as discussed above, includes the Operations QA Plan.

It is our belief that safe operation of a nuclear plant depends not only on the operational and technical groups at the plant, but also on the continual attention by corporate management to the programs, policies and implementing procedures l

. which are essential to the operation of a nuclear plant, including quality assurance.

What is the scope of TUGC0's commitment to having qualified personnel in the Operations QA Plan?

A.

TUGC0 management is finnly committed to recruiting and training programs which assure that persons experienced in applicable QA activities are included on the QA staff for the operations phase of Comanche Peak. This includes persons knowledgeable in nuclear power plant systems.

In addition, we have made use of appropriate QA training consultants to assure a comprehensive knowledge of QA procedures and practice.

We believe that the training program, general competence, morale, and responsive attitude of TUGC0's Operations QA organization are excellent. We have assembled a first-rate team to assure that Comanche Peak operations quality assurance functions are performed in a disciplined and objective manner, and that potential problems are discovered and corrected before I

they materialize.
