e AP?ENDIX A NOTICE OF DEVIATION Metropolitan Edison Company Docket No. 50-320 P. O. Box 480 License No. DPR-73 Middletwn, PA 17057 Based on the results of an NRC inspection conducted during the period October 5-7, 1981, it appears that one of your activities was not conducted in conformance with your commitments to the Commission as indicated below:
Licensee's document NYO-77-002, rev. 0, Fire Protection Program Evaluation, Three Mile Island Nuclear Station, Unit 2, indicates licensee conformance to Appendix A to the Branch Technical Position 9.5-1, Section D3, on page 4.1-61, the documents states in part:
"All vertical cable trays and conduits. passing through fire rated floors and all horizontal cable trays and conduits passing through fire rated walls have penetration seals installed to prevent *hme and smoke passage or propagation through the penetration.
The penetration seals have the same fire rating as the wall or floor they penetrate".
Contrary to the licensee's commitment to Appendix A to the Branch Technical Position 9.5-1 Guideline for Fire Protection for Nuclear Power Plants, Section D3, the fire barrier penetration seals using Firewall 50 material do not have the same fire rating as the wall or floor they penetrate.
Metropolitan Edison Company is hereby requested to submit to this office
- within twenty-five days of the date of this Notice, a written statement or explanation in reply including the corrective steps which have been taken and results achieved (or corrective steps that are planned), and the date when corrective action will be completed.
