Technical Specifications Gentlemen:

This letter supplements my letter of August 24, 1981, which requested an extension to the LC0 in the Containment Cooling Technical Specifications for Unit 2.

This proposed change to the Technical Specifications has been reviewed by the Nuclear Operations Review Board and has been determined not to involve an unreviewed safety question.

It is a widely accepted fact that the probability of occurrence of an instantaneous large LOCA or steam line break that could challenge the ultimate design capacity of containment cooling systems is extremely low.

However, necessary analyses have been performed to assess the effects of the avail-ability of one (1) containment air cooler and one (1) containment spray pump on containment pressure / temperature response even under those extremely unlikely design basis events.

The LOCA is the controlling pressure transient and the MSLB is the controlling temperature transient for the containment.

The peak pressure calculated for the limiting LOCA case was 48.43 psig up 2.1 psi over the previous calculated peak of 46.3 psig reported in the FSAR. This higher peak l

pressure is still less than the containment design pressure of 54 psig. The peak containment tempcrature generated by a MSLB remained unchanged at 381 F.

l Based on the above information, Alabama Power Company requests that the i

l LC0 be extended by 40 days. Alabama Power Company plans to shutdown Unit 2 no later than the week of October 5,1981, to conduct Natural Circulation Testing as required by Section 2.C.9.b of Facility Operating License NPF-8.

The repair of D containmant cooling fan will be completed at this time as well as other necessary plant maintenance.

This time period is longer than that requested by my letter of August 24, 1981. Without comprcmising plant safety, the additional time as stated herein on the LC0 would allow more efficient utilization of the shutdown period since more time would be avail-able for planning and preparation for maintenance and design improvements.

The estimated time to repair the containment fan cooling unit is three to four days.

The total planned outage duration is eight days.
