I ha<e discussed with your Mr. B. W. Coss your coments (dated April 3,1981) on our review of your application requesting authorization for the receipt, possession, storage, inspection and preparation for transport of special nuclear material required for the operation of the Comanche Peak Steam Electric Station Unit 1.
Your responses to all our coments were not complete. The additional infomation needed to complete our review (see enclosure) was--
discussed with Mr. Coss on April 28 and May 12, 1981. Although he had satis-factory answers _to our coments, he infomed me you would not formally respond to them until you had dur c~omments on your earTier response in writirig. He also requested authorizat1Dn ~for several inspection st~ations at your facility.
The additional time you are requesting to respond to our comments could extend our schedule to complete the review of your application by about one month, depending on the time of receipt.of your responses.

~r-Supplement (Dated April 3,1981) to License Application For Fuel Storage Only at Unit 1 Comanche Peak Steam Electric Station (Dated July 10, 1980) 1.
Section 1.2.1 Since you plan to temporarily store fuel assemblies in their shipping containers, include the request in your application and specify the location and minimum distance (>20 feet from the fuel storage racks and
>12 feet from the fuel inspection stations) the shipping container array of assemblies will be fran other fuel.

Sectior 2.2 Provide administrative controls to ensure each assembly is loaded into the spent fuel pool racks in a checkerboard pattern.
" Periodic" loading verification is too vague.

Section 2.2 a.
If desirable to have more than one inspection station, specify the
' minimum distance between stations and between stations and storage arrays (>12 feet is satisfactory).
b.
Confirm the plastic covering around each fuel assembly in the new fuel storage rack is open at the bottom to allow water drainage from the assemblies in the event of flooding and subsequent drainage of the storage area.
c.
Confirm a metal cover is positioned over each section of the new fuel storage racks after each storage rack section is loaded.
