Gentlemen:
This refers to the investigation conducted by Messrs. J. E. Foster and
F. C. Hawkins of *.his office on January 23-25, January 30-February 1,
'
February 6-8, June 17-20, June 30-July 3, and July 8-11, 1980, of activ-
ities conducted at Marble Hill Construct'en Site, authorized by NRC
Construction Permits No. CPPR-170 and No. CPPR-171, and to the discus-
sion of our findings with members of your staff on July 11, 1980.
This
investigation concerned allegations of record falsification and improper
practices by the Marble Hill Site Concrete Testing Laboratory, U.S.
Testing Company.
The enclered copy of our investigation report identifies areas examined
during the investigation. Within thest areas, the investigation con-

sisted of a selective examination of procedures and representative records,
observations, and interviews with personnel.
In general, the allegations were found to represent actual conditions or
incidents. However, many of the allegations reflected either acceptable
items or items previously identifica as nonconforming by your quality
assurance program.
Substantiated allegations were not considered as
having a significant effect on the ability of the plant to meet design
requirements.
During this investigation, certain of your activities appeared to be in
noncompliance with NRC requirements, as described in the enclosed Appe.idix
A.
The investigation showed that action was taken to correct the identi-
fled noncompliances and to prevent recurrence.
Consequently, no reply
is required and we have no further questions regarding these matters at
phis time.
In accordance with Section 2.790 of the NRC's " Rules of Practice," part
2, Title 10, Code of Federal Regulations, a copy of this letter and the
enclosed investigation report will be placed in the NRC's Public Document
