=z TRIP REPORT - VISIT TO DRESDEN STATION FOR REVIEW Of FIRE PROTECTION SYSTEliS PURPOSE Guidelines and procedures for evaluating the fire protection programs in w
operating reactors are being developed jointly by DOR /0T and DSS /PS.
Certain operating plants are.being visited by a joint evaluation team

to test these guidelines and procedures. On July 29 & 30, 1976 this E =-
team visited the Dresden fluclear Power Station.

The staff discussed the purpose of the visit and the licensee described M
the plant layout and equipment location. The plant manager requested

that any photographs taken be treated as proprietary information.
Follow-

ing these discussions, a plant tour of unit 1 was conducted with the NRC I
visitors divided into three smaller groups each led by a guide appointed by the plant manager. This was done at the plant manager's request to reduce the number of personnel in a given location at any time.
After tha unit 1 tour was completed, the licensee discussed on a point by point basis the items identified in the site visit agenda.

The remainder of the day and the next morning was spent in touring the Unit 1 containmant and Units 2 & 3.
As a result of an " airborne" radio-activity condition in the Unit 1 containment it was decided only one PL group would tour this area while the other grcups would tour Units 2 & 3.
One group was given the instruction course on the use of face-masks and toured the Unit 1 containment.
Our efforts were directed to identifying fire hazards and determining the fire detection and protective features provided through out the

plant. An attempt was made to identify specific areas whero redundant safety equipment might be vulnerable to a local fire. A number of camera shots for slide projection were taken throughout the tour.
Copies of plant drawings and procedures related to fire protection j;
were presented to flRC and are listed in Enclosure 2.
These documents will be kept on file in the Plant Systems Branch.

CONCLUSION E
Our observations at the Dresden 1 plant reveal that it will be very L==
difficult to reevaluate this and other facilities, designed prior to
=de 1955, on the basis of confonnance with the recocinendations of BTP
=
9.5-1 and Appendix A.
These recomendations assume certain con-figurations of equipment which nay not exist in plants of this
.:EJEs vintage.
Recomendations for the reevaluation of plants that do not have the 5."T configuration of systems and components assumed in BTP 9.5-1 should T-~~
be included in Appendix A.
