In accordance with our recent discussion, I am forwarding a
- J draft Construction Permit for your review and coment. We propose to issue a conditional Construction Ferrit subject to the submission of additional infor=ation specified in the Ar-pendix and a finding by the Comission that the final design provides. reasonable assurance that the beslth and safety of the public will not be endangered when the facility is operated in accordance with specified procedures.
After receipt of your comments, we will proceed with the neces-sary action looking toward an allocation of the special nuclear material required for the Com:nonwealth Edison Reactor anc the issuance of the Construction Permit.

WHEJAS, the Commtission has considered said application and, based upon information contained therein and in supporting documents, including i
reports NPG-111, NPG-126 and I-CEAP-Ok5, has determined that a reactor of the general design concept specified in the supporting documents may be constructed at the proposed site without undue hazard to the health and safety of the public; NOW, Thi=sruG., pursuant to the authority conferred upon it by the Atomic EnerEy Act of 195h, the Atomic Energy Countission hereby issues to the Commonwealth Edison Company this Construction Permit to construct said facility at the site known as the Dresden Generating Station in Grundy County, Illinois.
Construction of the facility will be completed by June 30, 1960, but not before July 1, 1959. Unless the construction of the facility is completed by June 30, 1960, or the Commission, upon good cause shown, extends the com:letion date, thic Construction Fernit chall crpire and c.11 right I

upon approval of W final Hazards Summary Report, and upon a finding that the facility has been constructed and will operate in conformity with W application, as amended, and in conformity with the provisions of the Atomic Energy Act of 195h, and of the rules and reiulations of the Comission, and in absence of any good cause being shown to the Co=ission why the granting of. a license would not be in accordance with the provi-sions of the Act, the Commission will thereupon issue a license to the Applicant pursuant to Section 10h b. of said Act.
This Pemit is issued on a provisional basis subject to the sub=ission l
of additional information as specified in AppanMr "A", attached hereto, l
and a finding by the Commission that the final design provides reasonable assurance Wt N health and safety of the public will not be endangored.
This Permit and all rights granted to the Applicant hereunder are subject to all applicable rules, regulations and orders of the Atoctic Energy Co.iscion now or hereafter issued purcuant to the Ato:ic Dicrgy Act of 195L.

Notwithstanding, any other provisions to reduce the probability cf accieental liberation of excessise radioactivity, the nuclear reactor must be housec in an enclosure designed to confine radioactive vapors and r.steriale which may be expelled fro = the nuclear reactor in case of the smW.a credible accident, and to prevent the spread of such radioactivity to the envirc=s.
