l By letters dated January 18, March 3, November 8,1971, and February 8, 1972, you proposed changes to the Technical Specifications of License No. DPR-2 concerning staf fing, gaseous ef fluent release.s, primary coolant leak detection systems, containment leak rate surveillance, administrative controls, and emergency isolation condenser surveillance.

The technical specification change concerning isolation condenser surveillance was included in our letter dated June 6, 1972, which authorized installation of the emergency core cooling system in Dresden Unit No. 1.

The change relating to staffing makes the Dresden 1 staffing specifi-cations consistent with the current specifications for Units 2 and 3.

The gaseous ef fluent release specification provides a more restrictive l

limiting condition of operation than is presently specified.

The

.mreifications concerning administrative controls set forth additional i

requirements in this area.

Changes relating to primary coolant leak detection systems and containment leak rate surveillance will be issued at a later date.

We have concluded that the proposed changes do not present significant hazards considerations not described or implicit in the Dresden 1 Safety Analysis Report (Hazards Stx: mary Report) and that there is l

not oc endangered by operation of the reactor in the manner proposed.
