License No. LPL-2 Your letter of October 10, 1965, and supplements dated Septe=ber 17, 1370, March 26, 1971, October 7, 1971, November 8 and 22, 1971, and February 8, 1972, requested a change to the Technical Specifications of Licence No. DPR-2 to permit installation of an emergency core cooling system -

(ECCS) in Dresden Unit No. 1.

During our review of your proposed changes to the Technical Specifications.

we inforced your staff that certain modifications were necessary.

We have reviewed your request and have concluded that the proposed change, as modified, does not present significant hazards considerations-i not described or implicit in the Dresden 1 Safety Analysis Report (Ea ards Summary Report) and that there is reasonable assurance that the henith and safety of the public will not be endangered by operation of the recctor in the canner proposed. We have further concluded that your proposed ECCS will substantially increase the capability to withstand locs-of-coolant accidents without core damage and will result in increased safety. Accord-ingly, you are authori cd to install and operate with the prope.ed ECCS.

The proposed ECCS should be made operational as soon as possibic and should not be delayed until the further evaluations specified in Attneh-

=ent 5 to tnis letter are completed.

Pursu nt to Section 50.59 of 10 CFR Part 50. the Technical Specificcticns of Facility License No. LPR-2 are nereby changed to include ECCS cystt s requircnents as set forth in Attachment A to this letter.

Consonwealth Edison Company JUN 6 1972 Although we have concluded that the above approved ECCS installation is an added safety feature, several of the responses in your letters dated October 7 and November 8, 1971, to our requests for additional information are not adequate.

Therefore, you are requested to submit the information set forth in Attachment B to this letter within 60 days.

Your submittal of May 1,1972, provided an analysis of the proposed ECCS witn respect to the AEC's Interim Acceptance Criteria for ECCS.

We have started review of your analysis and we will inform you of the results or if we require additional information.

It should be clear, however, that our approval of Change No. 17 does not constitute agree-cent that your ECCS meets the Interim Acceptance Criteria nor does it relieve you from meeting these requirements in a timely manner.
