Dear Mr. Rodgers:
The Florida Power Corporation is the holder of Construction Permit No.
CPER-51, issued by the Atomic Energy Comission on September 25, 1968.
The construction permit authorizes the licensee to construct a pressuri=ed water nuclear power reactor designcted as the Crystal River Unit 3 Nuclear Generating Plant, at the licensee's site in Citrus County, Florida. The facility is designed for initial operation at apprcximately 2452 eegawatts (thernal).
In accordance with section E.3 of the Comission's regulations irplementing the National Environmental Policy Act of 1969 (UEFA), Appendix D of 10 CPR Part 50 (Appendix D), the licensee has furnished to the Co:~..ission a written statcoent of reasons, with supporting factual submission, why the construc-tion per=it should not be suspended, in whole or in part, pending comple-tion of the NEPA environmental review. This statement of reasons was furnished to the Commission on November 11, 1971.
The Director of Regulation has considered the licensee's subnicsion in the light of the criteria set out in section E.2 of Appendix D, and has de-ternined, after considering and balancing criteria in section E.2 of Appendix D, that conscruction activities et the Crystal River Unit 3 Nucicar Generating Plant authorized pursuant to CPPR-51 should not be This cuepended pending corpletion of the UEFA environrental reviev.
