E IP REPORT TO FLORIDA FOR TECH SPEC REVIEW AND ENVIROR! ENTAL'MONITORINO PROGRMt CONFERENCE, CRYSTAL RIVER UNIT 3 Technical Soccifications On May 1, 1974 a meeting was held at the corporate office of the Florida Power Corporation (FPC) concerning Technical Specifications for Crystal River Unit 3.

The cc rsents made by headquarters staff sections along with

those received from RO's field office were discussed with the applicant's representatives (list of participants attached). FPC agreed to incorporate the cc:rnents in a marked-up copy which is to be supplied to the staff (EPM) no later than June 17, 1974. This will then be reproduced as the AEC working draf t and serve as the basis for further discussionssbetween the staff and applicant.

The applicant was asked to provide a bases for auf cocments which are not considered to be acceptable.

It was also noted that the critical pathway uscd in the proposed Tech Specs did not agree with the one used by the staff in the FES. This item must be resolved and may require a meeting subsequent to the June 17 submittal.

The current schedule for completion of the Tech Specs calls for staff and field revicu of the AEC draf t by August 16.

This review will be folloued by a meeting with the applicant and finalication of the Tech Specs by mid-Septembcr. Since the fuel load dcte has now slipped until January 1975 a finct review of the co=pleted Tech Specs will be conducted 33 days prior to the CL estimated prospective decision date of January 1, 1975.

i Envirotracutal Monitoring Program The seciannual cecting on environmental research progrcms at Crystal River was held on M:y 3, 1974.

The principal members of the interagency co=ittee were participating in an EPA public hearing in Clearwater and were unable to cttend this meeting. The presentations uncovered no unexpected probicms cnd the program cppcars to be en trcck for a November 1974 decision relative to the cooling system.

The quarterly report for the interagency comittec is neu being distributed.

EPA Public Hearing 02 l'ay 2,1974 I attended part of the EPA's public hearing in Clearwater, Florida for a discharger permit for FPC's Anclote fossil plant.

The hearing was heavily attended with representatives from EPA, FPC, Department of Interior, National Marine Fisheries Service, Florida Pollution Control Agency and other Federal and State agencies.

In addition, 24 individuals requested time to make a statement for the record.

I might add that several representatives from other utilities were noted in the audience.

The record of this proceeding is to be kept open an additional 14 days to allow for receipt of uritten statements for the record. As I understand it, the procedure than calls for a ruling by the EPA Regional office.

Follouing this an adjucatory proceeding can be requested. The next administrative stcp is an appeal to the Adninistrator of EPA. This appeal can be followed by action in a Federal Court.
