PROPOSED CHAfiGES TO EfNIR0!i"EliTAL TECH llICAL SPECIFICATI0f;S FOR CRYSTAL RIVER UNIT !!0. 3 (TAC 7137) l On lievember 8,1977, Florida Power Corporation submitted a license acend-ment which included, anong other changes, a change to Environmental Technical Specification (ETS) 3.1.3 Impineenent Monitorinc and a change to ETS 2.1.1 l'aximum AT Across Condenser.
The licensee requested that impingement monitoring of the orgcnisns on the intake screens be temporarily suspended while modifications are made to the intake canal. The licensee contends that data collected during the dredging modifications of the intake canal would be of questionable value.
Our review of the licensee's justification indicates that the suspension of the monitoring progran is warranted. Our environmental impact appraisal to support a negative declaration for this change is attached (Enclosure 1).
He have nade certain ninor changes to the specification which have been agreed to by the licensee. Our appraisal, which includes the fact that this action a s coordinated with U. S. EPA - Recion IV, does act address the inpacts fron the intake canal modification. The licensee's appraisal of the environmental impact of the intake canal modification will be submitted soon. The part of the licensee's submittal reviewed in the enclosure was expedited because early l
resolution was needed by the licensee for its decision on centract renewal for e cshe trapingenent nonitoring program. A draft EIA vas given to the ORPit, C.

Specification 2.1.1 requires nonitoring of the condenser tegerature rise by using detectors located in the condenser inlet end outlet water boxes. The licensee has found that one of the detectors reads higher than the average discharge temperature and causes unnecessary derating of the unit. The li-consee proposes to nove the terporature nonitoring instruments downstrean to uhere a representetive overage discharge temperature can be obtained.
He approve of the change as its purpose is to nore adeouately nonitor the unit aT. This change does not involve a change to the Linitina Conditions for Operation and decs not warrant the preparation of an environrental impact appraisal.
