In connectien with the pror,osed issuance of Orerating License !!o. DDR-72 for Crystal River Unir. 3, we have pre?ared an environrcental assessnent regcrding the impacts of the fuel cycle.

Based upon this assessnent, we find that the overall cost-benefit balance creviously developed in the FES rcoains uraltered and, thre-fare, on balance the operating license should be granted.
