R. C. DeYoung, Assistant Director for PUR's, L CRYSTAL RIVER-3 FLOOD PADTZCMTi DATA (1) Based en a request from Ed Hawkins, SA3, we have authorization from Florida Pcvar Corporation for 3. Centon to discuss directly witu hoa ';oble of Daron cad P.oore details of Cryscal River-3 nodeling and analyscs justifying the applicants cal-alated flood levul.
(2)
In rasponse to the questien from L. Manning e. mains on wh.tt nore necd be dona if flood laval ia raised to 33.4 feet versus 19.6 feet presently acknowledRed by FPC.
Bill 0'3rien of F?C proddel the following inforuation by phone this morning (2-22-73):.s-F?C did a.ot 3:ge<t M heva to nahe a y e snent plant chances to acec=cete the 29.6 level. Tcnerary naasura voeld be taken includirc chsing of doors, usa of stop lees, s t. c.
newaver, to go :o 33.4 they would not be abla to raise the bera. but vould have to go ts a dike and parnpct structure to withstand overtopping. Overcopping appears unavoidabic to F?C.
Overtopping could result in water i=poundment and need for a drainage system, including diosal driven pu ps (redundant).
Other things vould have to be done as well (enisting emergency DG's, intakes may have to be raised, and additional permanent methods of keeping the overtopped vater out of the facility would be required probably involving sealing existing entries and cutting-in newer entries through reinforced thick concrete).
When asked about time and cost, no estinate has been inade by 7tc at the 33.4 leval; however, an earlier esticate for a 35.3 level fiz vse estinated at 31.5 millien requiring 6 months engineering plus O r.onths constructica tino.
Ti could probably proceed without direct interfarence with plant operation assu zing reasonable time vere given af ter plant construction is otherwise complete.
