On October 11, 1977, Florida Power Corporation (the licensee) submitted Technical Specification change Request No.11 recuesting an amendnent to Operating License Ho. OPR-72. of Crystal River Unit No. 3.
The proposed char.ge, '....ich was reviewed and deterniced to be acceptable, allched the licensee not to submit a Non-routine Report folicwing an unplanned re-lease af radioactive caterial if the release from the site is less than 10% of the allemble inttantaneous release rate.
In the same submittal, the licensee cormitted i.o take corrective action to srr>ent the recurrence of rmrous unplanned radictictiva gasccus re-lease.

Question to Crystal River Unit No. 3 Regarding Corrective Action to Prevent Unplanned Releases At lease six instances of unplanned gaseous releases at Crystal River Unit tio. 3 have been reported since commercial operation in March,1977.
In the attachment to your letter of October 11, 1977, you stated that, "At present, the (FSAR) assumed average 45 day holdup time for leakage is not being obtained.....
Florida Power is taking steps to ensure that the gaseous waste disposal system will operate as designed with the identified holdup time."
Please report your progress on the above mentioned steps.
Your reply should include the following:
(1) Identify causes of unplanned releases and excessive leakages; (2) Corrective action (e.g., system design modifications) that you have taken to limit the instances of unplanned releases; (3) Resuic of corrective action, including an assessment of the present average waste gas hoiduo time.
