n Review status - Complete d

j The Ceonee Technical Specifications for radioactive effluents have been l

revised to ccaform to the ventions which incoroorste requirements equivalent to proposed Apnendix I to 13 CFR 50.

Specific guidance to Duke Power Com3any was provided on July 12 (see memorandum H. Denton to R. C. DeYoung 7/21/72). Final comments on the specifications a3 revised (7/26/72) are attached.

l l

Also included are requested revisions to the technical specifications on environmental r-onitoring. These chane,es were discussed with the applicant on 8/13/72 (J. Graf visit to Du'ce Power with Licnol Levis).

i The applicant agreed to the revisions except in the case of increasing the sampling frequency of milk frem quarterly to weekly, for which he did not see the need. Our reasons for requesting this sannling l

frequency are as follows:

l.

The half-life of the principal nuclide of interest (131 ) is 3.05 I

i a.

days and, therefore, a given activity could decay by 11 factors of 2 (a factor of 2048) between quarterly sanples.

b.

'"he sensitivity of typical analyses for iodios in milk (^elo pC1/t)

[

is such that the minima detectable cacicentrations give a dose cous:titment of 50 mren/yr for a 1 year old child. Since this number is already in excess of proposed Appendix I to 10 CFR 50 guidelines,

/

if the sampling frequency is less than 2 to 3 hsif-lf ves of the iodine, excessivo daues coiCd go completely undetected.
