On January 1,1970, the National Environnental Policy Act was enacted which declares a national policy for the environment and creates a Council on Environ:aental Quality (a copy of the Act is enclosed). Under the provisions of section 102 of the Act, each 'Tederal agency is required to consult with appropriate Federal, state, and local agencies concerning major Federal actions significantly affecting the quality of the human environment and to prepare a detailed statement concerning, among other things, the environ-nental impact of the proposed action. The Comunission is in the process of developing procedures to inplement the detailed statement required by the Act, but because of the status of your application and la order not to delay its review, we will need from you, as soon as possible, certain information in order to prepare the detailed environmental statement.

Specifically, as provided in the Act, we need your comments with respect to the following items as they may be affected by the proposed construc-l tion and operation of the Cconee Nuclear Station, Units 1, 2, and 3:

the environmental impact of the proposed action, a.

b.

any adverse environmental effects which cannot be avoided should the proposal be implemented, alternatives to the proposed action, d.

the relationship between local short-term uses of man's environment and the maintenance and enhancement of long-term productivity, and any irreversible and irretrievable commitments of resources which e.

would be involved in the proposed action should it be implemented.
