This was a special closecut inspection which included a i

review of the former licensee's activities associated with the decontamination and remediation of their formerly used test area, materials research and development laboratory and material storage areas. This inspection was in response to an NRC project in which an evaluation of approximately 17,000 t

retired licenses was conducted by an NRC contractor, Oak Ridge National Laboratories (ORNL), which on the basis of the information in the retired license file, may have a potential for significant residual contamination in their former facilities.

Due to the lack of documentation in the Tocco Division of the Ohio Crankshaft Company retired license file, the NRC contractor concluded that the former facilities used by Tocco could have significant amounts of residual contamination.

Results: The NRC inspector did not identify any radiation levels above

natural background from former licensed activities within the facilities or surrounding environment.

Based upon this inspection and previously submitted i

documents by the former licensee, it is concluded that the facility was successfully decontaminated to levels below the NRC release criteria.

Rackaround License No. SUB-896 was issued on October 11, 1966 to Tocco Division of the Ohio Crankshaft Company for work in their Cleveland, Ohio facility.

This license initially authorized the use of 7,600 pounds of uranium (natural and depleted). The license was subsequently amended on April 13, 1967 (Amendment No. 1) and then permitted a total possession limit of 16,000 pounds of uranium. The licensee's activities involved development of induction heating coil equipment for heating uranium fuel Hollow uraalum fuel cores were obtained from a company known as cores.

National Lead Company in Fernald, Ohio. The fuel cores were fed to the induction heating coils, heated to a temperature of 1,350*F then immediately quenched in water to reduce the formation of oxide.

The i

fuel cores were only tested one time then returned to National Lead Company.

The licensee was inspected by the Atomic Energy Commission (AEC) on April 5, 1967. This inspection identified three violations of AEC requirements which included:

(1) records of contamination and airborne surveys were not maintained, (2) records of receipt and transfer of source materials were inadequate, and (3) possession of source material was in excess of their license possession limits.

In a letter to the AEC the licensee described their corrective actions to correct the three apparent violations identified during the April 5, 1967 inspection.

The AEC inspection also identified low level amounts of contamination on the working area floor which ranged from 300-1500 disintegrations / minute (dpm) per 100cm2 and contamination found on the equipment ranged from 3000-4500 dpm/100cm2 In a letter to the AEC dated November 21, 1968, the licensee stated "All materials covered by this license have been removed from our facility and returned to National Lead Company.

Should this license be canceled or allowed to expire?".

On January 20, 1969, the AEC terminated the license without verifying that the facility was decontaminated and all licensed materials were transferred to an authorized recipient.

According to records possessed by Park-Ohio Industries, the parent company of Tocco Division of the Ohio Crankshaft Company, all use of licensed radioactive materials were used only at 4620 East 71 ' Street, 8

Cuyahoga Heights, Ohio.

Park-Ohio Industries sold the building approximately 10 years ago to a company known as Variety Stamping. This company went bankrupt approximately 4 years ago. The assets of Variety Stamping were purchased by Northern Stamping, Inc. which is now the current occupant of this building. The second floor was sub-leased to a company known as Commodore Steel.

The NRC inspectors review of the existing AEC docket files do not show that the licensee performed a final radiation survey of the facility prior to the termination of the license and the AEC did not perform a final close-out inspection of the facility. During the license file review by ORNL, the NRC contractor concluded that the license authorized loose material, there was some indications that the facility may have been left with some contamination and the AEC\\NRC did not conduct a final close-out inspection.

Indecendent Measurements The NRC inspector was accompanied by an inspector from the Cuyahoga County Board of Health.

Both inspectors conducted radiologic surveys in and around the first floor area where the heating and storage of reactor cores were performed and environmental radiologic surveys were conducted outside the building and surrounding property. Other than natural source materials (uranium / thorium / radium) found in some refractory brick inside a heating oven which was owned by the current property owner of the building, the inspectors did not identify any significant radiation levels above natural background.

The inspectors conducted independent radiation surveys with a Victoreen, Model 190 survey instrument with a Model RP-1 pancake probe, NRC Tag No.

042444 which was calibrated on January 22, 1993, and a Ludlum, Model 3, Micro R meter, serial No. 50642 with a pancake probe which was last calibrated on December 8, 1992.

Background measurements taken in the parking lot with the Victoreen, Model 190 showed 10-20 microroentgens/

hour (uR/hr).

Background measurements with the Ludlum, Model 3 showed 40-50 counts / minute (40-50 cpm).

Random measurements of the concrete floors in the building and environmental radiation surveys in and around the building showed no radiation levels significantly above natural background (see Attachment A and B for survey locations and results.

Several smear tests were made to determine the presence of low level removable contamination.

These tests were performed in areas where contamination would normally be expected, see Attachment B for the results of these tests.

In conclusion, the results of this inspection and the survey results indicate no evidence of radiation levels above natural ambient background levels and the facility meets current NRC standards for release of facilities for unrestricted use.

Exit Meetina The NRC inspector met with the individuals identified in Section 1 of this report and summarized the findings of the inspection.

The inspector informed the current property owner representative that the independent radiologic survey indicated that the former Tocco Division of the Ohio Crankshaft Company building and the environment in and around the building did not show any radiation levels above natural 3

background.

The inspectors also informed the current property owner that the levels of radiation were below the release criteria described in the NRC document " Guidelines for Decontamination of Facilities and Equipment Prior to Release for Unrestricted Use or Termination of' Licenses for Byproduct, Source, or Special Nuclear Material" dated August 1987.
