SUMMARY

OF MAY 19, 1993, MEETING REGARDING ELECTRIC SYSTEM-ENHANCEMENTS (TAC NOS. M75638 AND M75639)

This summary refers to the meeting with Carolina Power & Light Company (CP&L) conducted on May 19, 1993, at the NRC office in Rockville, Maryland. The meeting was requested by the NRC to discuss CP&L's electric system enhancement initiative and related regulatory issues regarding General Design Criterion 17 of Appendix A to 10 CFR Part 50 and findings from previous NRC inspections.

A list of the attendees at the meeting and a copy of the slides presented by CP&L are enclosed.

The CP&L presentation followed closely the material in their handout (Enclosure 1).

CP&L stated that, after further review, a change was made to the previous decision on the modifications to improve access to the alternate offsite power source.

Rather than installing a second startup transformer, CP&L has selected the installation of a motorized no-load disconnect switch, with appropriate logic enhancements to improve the backfeed capability through the main transformer and unit auxiliary transformer.

CP&L stated that this option also eliminated the need for installation of new storage batteries for 230 kV switchyard control power.

CP&L discussed the status of other enhancement projects and agreed to keep the NRC staff informed of the status of the enhancement initiatives.
