BUILDING CONSTRUCTION REQUEST I
This refers to your letter dated April 29, 1993, regarding the proposed construction of a building to be located within the controlled access area'at the General Electric (GE) Nuclear Fuel and Components Manufacturing facility in Wilmington, NC. The proposed building will be approximately 130 feet wide by 365 feet long with an eave height of approximately 25 feet. The design j
will be a pre-engineered metal building with an insulated metal roof, insulated metal wall sheets, and a cencrete floor. Construction wil'. 1.aet or i
exceed all State and local codes.
It is our understanding that the construction will require excavation of soil.-
The staff has no objection to GE initiating constructic n of the building.
i However, prior to construction, soil survey results mus t be obtained to i
determine if the soil is contaminated.
If contaminatec soil is discovered, the soil survey results must be submitted for Nuclear Regulatory Commission.
)
review and confirmation. All contaminated soil must be removed prior to-construction.
If no contamination is discovered,-GE may proceed with the j
construction.
Results from the scil sampling stould be maintained in the -
t decommissioning file required by 10 CFR Part 70.25(g).

no objection to GE constructing this building. However, prior to the introduction of special nuclear material into the building, an application for q
cmendment of Materials License SNM-1097 will be required.
