I am responding to your letter dated March 29,1993, regarding three licensed operators whose licenses were terminated in March 1992 at North Atlantic Energy Service Corporation's (North Atlantic's) request. In your letter, you stated that you would be seeking reinstatement of these three licenses, pending satisfactory completion of the Modified i
License Operator Program described in your letter and success on a comprehensive requalification examination. You stated your intention to request a waiver request for all sections of an initial examination. The general approach described in your letter appears

appropriate. Subsequent NRC actions will be based on a detailed review of your submittals.
In your letter, you stated that these individuals had successfully completed the Auxiliary i
Operator (AO) remediation program. The AO remediation program addressed:
- 1. specific job responsibilities,
- 2. management expectations,
- 3. technical specifications, i
- 4. technical requirements, l
- 5. regulatory requirements associated with the operating license,
- 6. reporting requirements, l
- 7. performance of rounds,
- 8. record and logkeeping, and
- 9. on-the-job training on each watchstation.
Each operator was also interviewed by the Station Manager and Executive Director-Nuclear

Production, who certified their fitness to stand watch, which was, in tum, reviewed and approved by yourself.

Your letter stated that, in mid-May, the three formerly-licensed operators will begin the 10-week Modified Licensed Operator Program that incorporates elements of both the initial and i
requalification training programs. Following successful completion of this Modified Licensed Operator Program, the candidates would be required to pass a comprehensive requalification examination which has been reviewed and approved by the NRC.
Prior to reinstating the licenses for these three individuals, we expect to make an independent assessment of the proposed program. This assessment will include elements of the following:
1.
an on-site review of the AO Remediation Program and the Modified License Operator Program-i 2.
a personal interview of each individual with myself or another NRC manager; and l
3.
an on-site NRC audit of the requalification examination of the individuals.
In summary, the general approach toward reinstatement of the three terminated licenses appears appropriate. Any subsequent NRC actions will be based on our detailed review of your licensing submittals. We appreciate you informing us of your plans.
