Dear Mr. Bettenhausan:

The purpose of this letter is to provide North Atlantic Energy Service Corporation's (North Atlantic) current plans and schedule to reinstate licenses for two Reactor Operators and one Senior Reactor Operator wnose licenses were withdrawn in March,1992 [ Reference (b)]. These three individuals were reassigned to nonlicensed operator responsibilities.

A modified Licensed Operator Program has been designed to return these previously licensed individuals to licensed status by supplying the knowledge and skills needed to perform their duties. The licenses were withdrawn as part of the actions taken by North l

Atlantic Management related to operator performance deficiencies discovered by Station Staff.

Remediation, relative to watch standing practices and public safety, has been completed through the Auxiliary Operator (AO) remediation program. The AO remediation program addressed their specific job responsibilities, Management's expectations of their job performance, Technical Specifications, Technical Requirements, regulatory requirements associated with the operating license, reporting requirements, performance of rounds, record and log keeping and on-the-job refresher training on each watchstation.

The AO remediation program culminated with a personalinterview of each individual with the Station Manager and Executi' e Director-Nuclear Production who certified their fitness to stand watch.

The Senior Vice President / Chief Nuclear Officer reviewed and approved the individuals fitness for watchstanding.

To the extent that the individuals in this program are pursuing reinstatement of an operating license, they are participating in a Licensed Operator Training Program. This l

program has been developed to incorporate elements of both the Licensed Operator Initial and Licensed Operator Requalification Training (LORT) Programs to ensure that each of the individuals is prepared for the license examination and to perform the duties of a licensed operator.

The individuals will enter into the LORT Program starting with Phase 93-02. In Phases 93-02 and 93-03 they will participate fully in classroom training and in simulator training as members of a 5 person staff crew. During these phases, other than the normally scheduled training weeks, the individuals will participate in 40 hours4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> of On the Job Training i

(OJT) as outlined in the OJT Oualification Guides.

t la mid-May the individuals will begin a ten week training course on a full time basis.

Four weeks of OJT, j

Two weeks of classroom training, and 1

Four weeks of simulator and classroom training.

Prior to the examination the individuals will have completed the following:

Attended classroom lessons, as selected by the Operations Curriculum Advisory Committee (CAC), that have been presented in the LORT Program i

since the time they have performed licensed duties.

Performed the control manipulations that a licensed operator is required to

perform as described in the Licensed Operator Requalification Program l

Description. These manipulations may be performed during OJT or on the simulator.

Completed the Plant Update required reading and the Annual Procedures i

Review.

Completed the OJT Oualification Guide. The guide includes selected tasks for which the procedure has been revised or changed significantly during the time l

since the individuals have performed licensed duties.

The proposed Requalification type examination is scheduled for the last week of July l

1993.

The license applications will be submitted no less than 30 days prior to the date of the examination. It is anticipated that the applications willinclude a request for waivers of l

all sections of the Initial Examination and request reinstatement of licenses based on the following; j

Satisfactory completion of the Modified Licensed Operator Progr am, _ as l

outlined above.

Bettenhausen Page three Successful completion of a Comprehensive Requalification Written (Part A and B) and Operational examination (Simulator and Job Per for ma nce Measures) as described in NUREG 1021, Revision 7. The examination will be developed, under security agreement, by members of the North Atlantic Training Staff and submitted to the NRC for approval. The examination will be administered, under security agreement, by North Atlantic Training Staff.

Upon successful completion of this program and the examination the individuals will be enrolled in the Requalification Training Program.
