FORT CALHOUN STATION UNIT 1 - REQUEST FOR APPROVAL TO IMPLEMENT PROVISIONS OF ASME CODE CASE N-481 (TAC NO. M82979)
By letters dated March 6, and December 30, 1992, and February 12, 1993, and in telephone conversations between your office and the NRC on March 30 and March 31, 1993, you requested relief from performing the Reactor foolant Pump (RCP) casing volumetric weld examination and internal surface visual examination as specified in Table IWB-2500-1 of American-Society of. Mechanical Engineers (ASME) Boiler and Pressure Vessel Code Section XI, 1980-Edition Winter 1980 Addenda.
You proposed to implement provisions of ASME Code Case N-481, " Alternate Examination Requirement for Cast Austenitic Pump Casings",
which specifies three alternate examinations:
1.
VT-1 visual examination of the external surface of one RCP each 10-year inspection interval, 2.
VT-2 visual examination during the Reactor Coolant System Hydrostatic Test, and 3.
VT-3 visual examination of the RCP internals whenever a pump is disassembled for maintenance.
You stated that you agree with the conclusion of the letter from Combustion Engineering Owners Group (CE0G) to NRC "CEOG Submittal of CEN-412, Relaxation of Reactor Coolant Pump Casing Inspection Requirements" dated November 27, 1991 (CE0G-91-716), that the VT-1 visual examination would not be effective from a risk / benefit standpoint and you would therefore not perform VT-1. The NRC, as a matter of policy, does not grant reliefs from code cases since they are themselves, reliefs from the code requirements, and therefore denies your request not to perform VT-1 if you decide to follow Code Case N-481.
You also proposed to complete the VT-2 examination in conjunction with Code Case N-498, which allows a Reactor Coolant System (RCS) leak test instead of a RCS hydrostatic-test. The NRC allows the use of both code cases together as long_as the other provisions of Code Case N-481 are followea.
