ENCLOSURE 1 NOTICE OF VIOLATION Carolina Power and Light Company Docket Nos. 50-325 and 50-324 Brunswick License Nos. DPR-71 and DPR-62 During an NRC inspection conducted on March 29-31, 1993, a violation of NRC I
requirements was identified.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, l
the violation is listed below:
10 CFR 73.55(b)(3)(i) requires a management system that includes written security procedures that detail the duties of individuals responsible for security.
l Technical Specification 6.8.1 requires written procedures to be established, implemented and maintained covering the activities contained in the Security Plan.
Contrary to the above, on March 30, it was determined that the Brunswick l
security section had not implemented a procedure delineating the l
handling and adjudication of contractor's criminal history records.

Nuclear Regulatory Commission, ATTN:

NRC Resident Inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and should include:
(1) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved.
If an adequate reply is not received within the time specified in this Notice, an order or Demand for Information may be issued as to why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to extending the response time.
Security or Safeguards Information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
