SUBJECT:
SAFETY EVALUATION REPORT, AMENDMENT APPLICATIONS DATED JUNE 2, 1992, AND DECEMBER 21, 1992, AND SUPPLEMENT DATED JANUARY 20, 1993, RE ORGANIZATIONAL CHANGES Backaround By application dated June 2,1992, SPC requested a license amendment to revise the qualifications for the Manager, Regulatory Compliance, and to establish a new position and qualifications for the Staff Engineer, Licensing.
The staff reviewed the applications and on November 25, 1992, requested additional information.
By application dated December 21, 1992, the licensee responded to one of the items in the RAI and provided two revised organizational charts and a revised Approval and Responsibility Matrix.
By letter dated January 20, 1993, the licensee provided the remainder of the additional information.
Discussion In the June 2, 1992, amendment application, the licensee revised the qualifications for the Manager, Regulatory Compliance-(MRC).
The original license conditions required that this individual possess a "BA or BS degree in science or engineering, plus eight years experience in the nuclear field of which four years shall have been in positions with nuclear safety or radiological safety responsibility." The' proposed revision states that the minimum. qualifications shall be "a BA or BS degree in Science or Engineering, plus eight years experience in the nuclear or environmental safety fields."
In the " Approval and Responsibility Matrix" submitted December 21, 1992, the duties of the MRC include the preparation of the nuclear criticality safety standards, emergency plan, and radioactive material shipping standards and concurrence on radiation safety operating procedures, nuclear criticality safety criteria, environmental safety standards, and industrial safety standards. The staff has determined that an individual with the required-education and experience-is likely to be qualified to perform the duties of the Manager, Regulatory Compliance.
In the same amendment application, the licensee added minimum qualifications for a new position, Staff Engineer, Licensing. These minimum qualifications

are "a BA or BS degree in Science or Engineering, plus at least five years-experience in the nuclear field of which three years experience shall have been in safety-related or safeguards fields requiring significant interaction with regulatory agencies."
In the January 20, 1993, letter, the-licensee stated that the Approval and Responsibility Matrix does not define the-t position's responsibilities because they consist largely of reviewing documents prior to other individual's signatures.
The staff has determined that an individual with this education and experience is likely to be qualified to perform the duties of Staff Engineer, Licensing.
The licensee revised two organizational charts and the Approval and Responsibility Matrix. The charts indicate that the position title of Vice President, Operations Division, has been changed to Vice President, Manufacturing, and Richland Plant Manager; and all responsibilities of the Vice President, Operations Division, have been assigned to the Richland Plant Manager. The Richland Plant Manager has also been assigned new acceptance responsibility for nuclear criticality safety analysis and specifications.
Within the Safety Department, minor changes were made to the Office of Safety, Security, and Licensing. The Industrial Safety Component was renamed Industrial Safety and Health. A new Health Records Component was created.
Within the Radiological Safety Component, Radiation Safety is now titled Health & Safety Specialists, and Health Physics Technicians are now Health &

protection standards, radiation safety operating procedures, and radiation work procedures; (b) preparation of environmental safety standards; and (c) preparation and auditing of radioactive material shipping standards, have
- been reassigned to the Health Physics Component. 'The staff has determined that all license-related responsibilities have been appropriately assigned.
Activities relative to the licensed material remain the same, and no procedures have changed.
There is no decrease in the level of nuclear safety or environmental controls associated with the. operation of the facility.

Conclusion / Recommendation Based on the discussion, the staff concludes that approval of the amendment requests will not adversely affect the protection orovided for the health and safety of employees and the public or the environment. Therefore, approval of the application is recommended.
The Region V Principal Inspector has no objection to this proposed action.
