TECHNICAL SPECIFICATION BASES CHANGE (TAC NO. M86226)

By letter dated January 19, 1993, you submitted a revision to the Technical Specification (TS) Bases correcting an error in a previous submittal that included leak detection subsystems in a list of required systems / subsystems.

The Commission has incorporated this revision into the River Bend Station TS Bases.

The revision changes the Bases of TS 3.8.1 ACTION 'e' by removing Item 2 from the list of systems / subsystems that are required to be verified operable whenever diesel generator IA or IB is inoperable.

Item 2 requires that two of the three reactor coolant system leakage detection systems be verified as operable whenever one of the diesel generators referenced above is inoperable.

The NRC staff has reviewed the changes and concurs that the Bases of TS 3.8.1.1 should be changed to remove the leakage detection systems. The systems / subsystems that are required to be verified are those that require emergency power to safely shut down the plant and maintain it in a shutdown condition in conjunction with a loss of offsite power. The leakage detection t

systems are not required to shut down the plant or maintain it in a shutdown condition, and therefore do not belong in the Bases of TS 3.8.1.1.

The revisions to the Bases of TS 3.8.1.1 are acceptable to the staff.
